Notification of new permanent site
NZQA no longer approves new teaching sites. TEOs are only required to notify NZQA of the details of the new site via a notification. NZQA expects providers to ensure new permanent sites are appropriate for learning by reference to their own quality management systems.
NZQA only requires notification of permanent sites, and not temporary sites. See definitions below.
Permanent site
A teaching site is considered to be permanent when a provider has a regular and ongoing presence at the site. The provider is likely to either own the premises or have a lease or rental agreement that provides security of tenure.
This ensures that learning is conducted in a stable environment over a period of time. "Regular and ongoing" could mean anything from five days per week for 52 weeks a year, to one day per week for 26 weeks of the year.
Temporary site
A temporary site would be used only occasionally and would not warrant the provider entering into long-term arrangements for tenure. Typically, the provider will rent a venue for a few days throughout the year to offer either short or block courses.
The provider does not have to apply to NZQA for approval to use temporary sites. However, the provider must have systems in place to ensure temporary sites are checked for suitability as teaching venues and that health and safety requirements are being met.
Degree programmes
If you offer degree programmes, and wish to offer one or more of these at the new site, you will need to make an application for site accreditation. Sub-degree programmes (excluding the New Zealand Diploma in Business) can be offered from the new site with no additional approval or accreditation required from NZQA.
