National Qualifications Services

Purpose and Aims

Our Purpose

The NQS unit is responsible for approximately 5,600 unit standards and 320 qualifications on the Framework.

Our responsibilities for these standards include:

  • developing
  • maintaining
  • providing information regarding unit standards and qualifications that are of strategic importance to the economy and social development of New Zealand. However, NQS is not responsible for qualifications that sit with Industry Training Organisations (ITOs), National Qualifications Advisory Organisations (NQAOs),the Ministry of Education (MOE), or Māori Qualifications Services (MQS).

Our aim is to:

  • develop and maintain a pool of excellent nationally recognised qualifications to meet the needs of New Zealanders today
  • pursue a project-based approach to develop unit standards and qualifications in response to feedback
  • network with advisors and stakeholders to ensure unit standards and qualifications are fit for purpose
  • research the role and development of generic unit standards
  • pursue the international benchmarking of qualifications.

Priority is given to unit standards and qualifications that support key government goals including Pasifika, early childhood education, and foundation, generic and high-level generic skills.

The unit maintains a strong external stakeholder relationship and seeks expert advice from external sector specialists to support its goals.
