Assessment and Examination Rules and Procedures for Secondary Schools - 2009

7.1 Award of Certificates

  1. Before 1 February candidates will be notified of their results from the previous year including newly achieved qualifications and endorsements. Once candidates are notified, results will be made available to schools via their secure login pages. the New Zealand Qualifications Authority may set alternative dates for the provision of results to candidates in extenuating circumstances.

  2. All credits from standards achieved will be recorded on candidates' Records of Achievement when appropriate fees have been paid.

  3. A candidate is eligible for the formal award of an NCEA qualification once all Review and Reconsideration applications have been processed, fees are paid, and any ‘breaches of the rules' issues have been resolved. The calculation for the award of a qualification or certificate endorsement uses only those credits on a candidate's Record of Achievement.

    1. the New Zealand Qualifications Authority does not withhold reporting the results of candidates who have not yet paid their fees. However, as only paid results are used for certification or endorsement purposes, it is possible that a candidate may have insufficient paid credits to be formally awarded a newly reported qualification.

  4. An NCEA qualification (Level 1) can be issued to learners who have achieved:
    1. 80 credits at Level 1 or higher including:
      1. eight credits from approved standards for literacy skills and
      2. eight credits from approved standards for numeracy skills.

  5. An NCEA qualification (Level 2) can be issued to learners who have achieved:
    1. 60 credits at Level 2 or higher
    2. 20 credits at any Level. (These 20 credits may include credits which counted toward the Level 1 Certificate).

  6. An NCEA qualification (Level 3) can be issued to learners who have achieved:
    1. 60 credits at Level 3 or higher
    2. 20 credits at Level 2 or higher. (These 20 credits may include credits which counted toward the Level 2 Certificate.)

    Endorsement

  7. Each year the standards achieved by a learner to date will be used to calculate the highest certificate endorsement for which they are eligible.

  8. For a merit endorsement an endorsed certificate can be issued to learners who have achieved 50 credits at Merit or Excellence at the same level, or higher, on the National Qualifications Framework (NQF) as the certificate being awarded.

  9. For an excellence endorsement an endorsed certificate can be issued to learners who have achieved 50 credits at Excellence at the same level, or higher, on the National Qualifications Framework (NQF) as the certificate being awarded.

  10. Credits can be accumulated over more than one year for the purposes of certificate endorsement.

  11. In any one year a learner will be awarded an endorsed certificate only at the highest level of endorsement recognised that year except when a learner has achieved two or three NCEA qualifications in a single year.

    Issue of Certificates

  12. All secondary school students who are candidates for NQF assessments have paid for their certificate as part of their fees and do not need to make a separate application for their NCEA certificate. The certificate will be issued upon confirmation of eligibility as part of the bulk distribution to all candidates from that year.

  13. Except for learners who meet the requirements of 7.1 k above, learners eligible for an NCEA award at two or more levels in any one year will be sent the certificate for their highest level of achievement. Learners who are not eligible for an NCEA award based upon a single year's achievement and who earn further credits toward the qualification in a subsequent year must apply for the certificate when they become eligible. Certificates will not be issued automatically to learners in this position. The cost of a certificate applied for outside any scheduled bulk distribution is $15.00. This fee must be sent with a completed application form to the New Zealand Qualifications Authority.

  14. A learner who has previously received a certificate for an NCEA qualification that has subsequently been endorsed may, using the appropriate application form and together with payment of the fee, request a reprint of their certificate showing the newly acquired endorsement.

  15. Other NQF national certificates or diplomas will be issued to learners provided they are eligible, after receipt of an application form and payment of a fee.
