Editorial

This issue of QA News takes a look at what the National Qualifications Framework is and the role it fills in post-compulsory education and training in New Zealand.

In a sense we are entering a new phase. The community has come to understand what unit standards and National Certificates are all about and the Framework is filling an important niche.

The Framework is not about to take over the world but its special characteristics are touching the lives of most New Zealanders. This issue of QA News offers some evidence of that and perhaps encourages readers to consider how their organisation can contribute and benefit.

For the first time, this issue of QA News describes the new National Certificate of Educational Achievement (NCEA). Together with the statistics on Framework uptake and the article on the Industry Training Federation, the NCEA is one demonstration of how far we have all come in ten years.

Perhaps the most revealing section of the QA News is "National Certificates in the News". For these snippets we simply draw on media reports about some of the thousands of real New Zealanders who are taking advantage of new education and training opportunities.
