APNZ advocates neutral ownership of national qualifications

"Ownership of national qualifications carries several responsibilities. These include maintaining their currency, maintaining student records and ensuring open access to all. Equally important functions are ensuring consistency of assessment... and providing information about them to both prospective students and employers. It is crucial that some neutral body maintains oversight and ultimate responsibility for these different functions..."
